Following the 9/11 attacks, the United States Department of Homeland Security established “Fusion Centers” to enhance coordination among federal, state, and local authorities. Over time, these centers expanded to include the private sector, forming public-private partnerships. Corporations gained benefits such as protection from corporate espionage and readiness against cyber-terrorism, while gaining insider knowledge. In return, government agencies accessed corporate servers, fostering a sense of collaboration.
During the Covid-19 pandemic, Fusion Centers became pivotal. According to Ryan Cunningham, a former corporate liaison, all mitigation measures and mandates disseminated to the public originated within Fusion Centers.
